That is gear for training cadets only, that is not in Ukraine. Same reason when I was at Ft. Benning we were still using Viet-Nam era web gear and Alice packs, and our M16's were anywhere from 20 to 30 years old, some retrofitted M16A1s with the new A2 uppers. They were loose, to say the least...
