If I'd knew my heating bill was capped, I'd not give a shit about conservation. Wouldn't that be a scenario for more usage, more cranking up of the thermostat? There will be zero incentive to save, putting even more pressure on supplies.

Your bill is not capped.
The price per unit of gas and electric is.

Electricity: 34p per kWh with a standing charge of 46p per day
Gas: 10.3p per kWh with a standing charge of 28p per day

A 'typical' household (which according to Ofgem uses 2,900 kWh of electricity and 12,000 kWh of gas in a year)

So many families will see much larger bills than “£2500”.
