Is the visitor center for a pass on a military base run NCIC or criminal history?

Yes, they are on the nation wide data base. I've seen more than a few visitors in contractor work trucks getting "cuffed and stuffed" in a military law enforcement vehicle at the main gate Visitor Centers when they try to get a day work pass. Usually it's outstanding warrants and unpaid traffic tickets.
