That height is based on the drone being close to shore when being set off and they can do a rough estimate of the amount of water that would be immediately displaced, it doesn't mean that wave will be 1600 feet for 100's of miles. Besides Russia did a lot of testing on emp's, if they were going to do something I think their first move would be a high altitude 50 megaton blast as it would shut down the entire grid across the US and cripple their counter attack and communications and the ability to produce weapons and energy. They don't need to bother with a wave that would just kick the hornets nest. The US has old nuke and missile tech. A top level US weapons officer even said that they don't even know if half of them would work anymore because they haven't kept up with them properly since Obama was in office.

I'm curious, if Putin was to "test" it somewhere, what location would be relatively safe with little impact on the world to demonstrate that he "isn't bluffing". All I can think of it somewhere on the arctic coast, say canada or russia. Given it's a cobalt bomb, it could be pretty lethal to any organisms in the northern hemisphere. I just can't imagine the loss of animal life from a test of a 100-200 megaton weapon underwater. Imagine the earthquake too, as Tsar Bomba was a 5-5.25.
