It comes down to how would the technology work remotely.

Would it simply change a person's behavior, or would it appear as things in the person's external world, as you might see when using a pair of virtual reality goggles.

People with those goggles on can appear to be flailing away at things that aren't there. And they can be oblivious to things that are there.

If 5G could project a virtual world into a receptive person's mind, they would seem like they were in a virtual world.

Remember the "time traveller" who filmed himself walking around in a future with no people in it. Everything looked like the world down to the tiniest detail. I wrote my opinion that he was showing the quality of the virtual world.

People could be interacting entirely with that virtual world, which is so close to this world that we wouldn't notice any difference in their behavior. They would still be able to open and close doors, do every detail of their jobs, and go home at night to watch TV and sleep, but we wouldn't know that they experience only their virtual world, and programmers can put things in it like dragons and demons.

We see a coworker who seems to be doing all his everyday activities, more or less awake and competent, especially since the virtual world allows them to see a virtual version of ourselves, and keeps everything moving along with the usual NPC programming for people in virtual worlds. Everything seems normal to them so they go on acting normal.

However, if you are planning a massive great deception, you need to introduce changes in the virtual world. You need to gage the reaction of the people in the virtual world to various changes that are purely virtual. It doesn't have to be as dramatic as seeing a dragon, but they have to know the limits of human tolerance for purely virtual world manipulation.

They need to test the limits.
