I used that chart in the story and used 11:35 because that was first mention of cops on scene, until the breach by swat occurred at 12:50 that is 1 hour and 15 minutes or 1.15..

The Chief knew after 100 rounds or 2 hundred, that he would have to defer to SWAT. From the time SWAT arrived at 12.15 till the breach was 45 minutes to 12.50..

Of course he was a fat, balding, man overdue for retirement, and just wanted to be able to, in this situation.

He had a duty to his men.. He knew he would have to wait for SWAT.. so no he wasn't really fast, but in a small town like that, you have to consider an hour and a half pretty good response and handling of that kind of situation.
