Are the containers on private or state property?

As long as it's not Federal property, people can stack container how and where they want to on their property.

If it's a tribe, the cartels are paying them to remove the containers. Not a lot of oil wells or casinos in that desert, drug gangs and human smugglers are probably the best deal going.
