Some of us have been talking about H-ARPA for a long time. It is hardly a Biden idea, he is just in the seat at the proper time. They have been calling for it many years and floating trial balloons for the public. It wasn't really until Covid the idea got much traction.

It's all part of the DARPA brain initiative project for future battlefields.

About a year and half or so ago, China said they were going forward with genetically altered soldiers, at that time the new head of the Space Force said the US needed to do the same to keep up. Now low and behold that agency they have been planning for, for decades, is coming out of the shadows into view.

It all moves like clockwork regardless of parties, because it's part of the plan.
