Because energy can build up in a resonant mode of the structure, becoming too great and then the structure breaks. In particular, a famous suspension bridge.

If the Indian engineers who did this project were not aware of that incident, they are incompetent engineers. I cannot imagine a degree program in civil or mechanical engineering that doesn't cover it. Now they build bridges without strong resonant modes, to prevent this sort of disaster.

Not the materials, the design. Maybe the mountings weren't super strong, but you don't build it with such a nice undamped resonance. It rang like a bell until it came apart.
