Sensible heat is an old terminology.
Think "work" heat.
Water only gets to reservoirs if the work to lift it is done by the sun.
If the pole ice isn't growing, it's because not enough water is being put into the atmosphere, (LOWER solar output).
Localized heat looks like a problem BECAUSE the heat (sensible) is not enough to create distribution flow.
All gasses have useful refrigerant (heat moving) properties.
They can change phase state.
They can change from gas to liquid.
The transformation involves an large hunk of heat interchange at the critical temperature.
Everything is a greenhouse gas.
The term itself is maddening.
ENTHALPY.
PV = nRT
Ask why the heat is not flowing throughout...
Likely there's not enough to create temperature siphon flow effect.
