no planes nav lights to show a drop off, check the light positions for star patterns, I recognized the pleiades cluster.

It’s sky divers , if you look at the top of the video you can see the aircraft nav lights blinking , very cool though

It's clearly skydivers.

They jump in a ring of 5 guys surrounding 4 inner guys. They freefall for a while with their heel flares operating.

Then the outer ring of 5 peels off. They glide outwards a bit, then pop their delta wing steerable chutes.

Then the 4 inner guys do the same thing.

The chutes are steerable.

It looks like they stopped, but they didn't. They just went from 150 mph to 15 mph rather abruptly. If they are gliding toward a landing point near the camera, it can appear they are almost not falling at all. Same effect as a boat headed your way and not changing bearing. It is going to hit you!
