If the usa called in all 20's 50's 100's and issued checks for the cash turned in how many cartels would collapse ???

Cartels Have tons and tons of cash hidden in mansions fake walls in warehouses with hidden room hidden under ground etc...

AMerican Citizens should be exept somehow or given time to check there safety deposit boxes and it should all be with no ta obligation if your USA citizen..

What would happen though ??
