OP: it'll most likely be taken from you. One time I rented a hotel for a week, 2 weeks later, the money was still in my bank, then it got lifted out of the clear blue sky.

I hate to be the one to tell you this but debit card transactions do post at the time of the transaction in the US. It sounds like this transaction got cancelled for some reason. I hate to step on your anti-American rant and all, but card transactions here happen the same way they do in any country.
