A good small business keeps 3 sets of books, the two you mention and one for a potential buyer.

Dig into those 1913 & long ago tax laws. Who does it specify should be paying taxes? Military, Federal Employees, Politicians, White House Staff, Federal Contractors... Not Joe working at the grocery store down the street or the self employed under a tent selling jewelry or the Small Business Contractor in your neighborhood.
