I need your help creating the WMRO

Imagine a world organization to compete with WHO and UN

The WMRO, the World Mental Retardation Organization will use the records of vaccinated and social media to issue a Retardation Passport valid worldwide that certificate the oener is mentally unable to vote,decide for himself, access to dangerous jobs and activities that can cause the death of other people...like driving a car.

Please don't say it has no authority because it is a private organization... The WHO and UN also are. Don't even say the data is flawed because that data will come straight from well established and respectef organizations like WHO,NHS, Google, Meta etc
