Once in Britain on one of the colder days I experienced there (during the day it actually only got UP to about 10f (-10c) in Oxford I did not find a single place that wasn't drafty as hell!! WTF I was thinking to myself!! In Minnesota even the littlest diner is tight as can be with NO drafts when you walked in to get a cup of coffee ... over there I needed to keep my overcoat and gloves on when INSIDE as I was drinking my coffee.

Insulate your frickin buildings, put in energy efficient windows and doors, and you will cut the actual BTU's needed to heat a place by at least 2/3, possibly even 4/5 and the bills won't be nearly as bad.
