To clarify you want to create
An ERP for Alien souls coming to earth so they can harvest resources
There are a few fundamentals to this which are existential and metaphsyical.
Firstly...
A code/computer based API that connects a data management system to ethereal dimensions filled with alien souls does not exist without that you ERP has no 'alien souls'
So are you planning to hook this up to CERN and boot up the 666 ring to break into another dimension every-time you do a 'new user' update ?
A few questions...
1. How do we identify who is coming (these alien souls)
2. When are they coming
3. What do they want
4. How will we get what they want and allocate it to them
5. What do they intend to do with what we get them
6. Why will the world want to support the arrival of alien souls
7. What body will they incarnate into or is this the 'resource' you're attempting to manage ?
8. Does a 'human host' need to register as a 'host vessel' for your incoming army of alien souls ?

So where are the ones that have been coming ? Are they willing to identify themselves ? Are they willing to assist in the specification ?

So they are more or less evolved than us ? Do they have a sense of what they are lacking or where they need to go in terms of 'evolution'? Will the evolution be forced or organic ? Are they wanting to hybridise themselves with human beings ?

Yes, but other than 'human hosts' you haven't said what they want. Do they want food, water, heat, light, energy, sex, entertainment ? What ?

What technology do they have ?

right, so we are building an interface to allow 'alien souls' top incarnate into human bodies. At least we have a clear outline of the problem.
Does the human host lose their own identity or are they dual-conciousness in one mind/body after the 'fusion' takes place ? Does this functionally resemble something that we currently do with ceremonial magic when another 'spirit' takes over a human or are you proposing a technological fusion ?

Before I get into specifics, I wanted to clarify something of importance: The human host does not lose their own identity, However the process of hybridization is more of a mindful one, but does have some physical aspects. You may notice things such as better vision, better hearing, better thinking, etc.
For example, I have been gene-spliced I believe, as there is a Scar on my nose, That appeared one day after a white pimple that came from nowhere. A rather large one. After the Zit popped, it left a pinky-sized reddened flat scar on the bridge of my nose, I sort of look like a Star Trek the Next Generation Alien.
It doesn't bother me in the slightest, though I've been asked by people in the past what happened to my nose. They have the ability to put you on a medical program which enhances your health and odds of survival to do work for them, I feel this is my life.
I believe my City, Edmonton Alberta Canada (Look it up on a Map), is what you would consider to be an experimentation ground for the ET's - There are other cities which are involved, in fact all cities are but Edmonton is quite special in that it is a Fractal city, surrounded by a Circle, Which the aliens identify as if they were looking at the Center of a Galaxy. (A Microcosm/Macrocosm)
Edmonton is the "New Area 51". Area 51 is nothing, I repeat, There is nothing of interest to the Aliens going on at that facility it is a deception and a distraction.
Morally, ethically, and legally we are required to do this by our own personal laws of life, Our future would be greatly enhanced and technologically prepared by the manifestation of a collective system which could be used as a grounding for other consciousness, as well, as AI and our own scientific and material pursuits.
I believe life is a bit like a VR for certain humans, and their alien counterparts are able to "View" our realities and lives if we are open to it, And input suggestions or life paths that are more beneficial to all of our relations and others.
They have technology such as:
Antigravity, Fusion, LENR (Cold Fusion), Real Virtual Reality, and enhanced Medications and Medical procedures available for their body and certain human bodies.
There are a small group of participant alien consciousness which seek to be united with a human counterpart, This process caused me to go into isolation for 10 years and do some serious self-work and recovery necessary to clear the minds of both myself and my newfound friend. It was not easy, I consumed alot of Drugs to stay sane for awhile.
Now everything couldn't be better.
It is perfect, and Profound.
They are both more and less evolved than us,
In terms of Technology More evolved, In Terms of Biology, More evolved, but less mobile than us. (Less physical).
As far as CERN goes that is just a project of their manifestation, for us to learn from, and hopefully make some more discoveries of the Micro and Macro. Do not be so concerned about CERN, it makes you come off as potentially unstable.
