I don't know for certain if any nation state really has sleeper cells, but I would guess that some, like the US, probably do. Mentally ill local crazies are probably more likely to cause problems/scares than actual sleeper cells.

In northern California there is an area that is run by cartels.
Russian, Mexican, Chinese and other Asian groups.
Some of them are registered voters, and have enough votes by organizing them 50 to a house to control the local government.
They also double or triple register in other districts to have more power.
They operate illegal marijuana grow operations in California and distribute to the rest of the country.
These grow operations number in the thousands in just one county.
They steal water, or buy it illegally from other farmers.
They keep buying more property.
They are armed and use persons they brought into the country illegally as slave labor.
More people go missing every year in one county they control than anywhere else in the U.S.
One county is estimated to bring in 9 billion dollars a year.
They have so much property they have lookouts covering all possible entry points and if they see law enforcement the guards and higher ups leave so the slaves are arrested.
These cartels also import other drugs to sell through their distribution networks.
They have distribution throughout the U.S. and they have the funds to be very well armed.
Because they use all people from their own nations it is impossible for the government to infiltrate them with undercover officers.
When police have targeted them by their descriptions moving water or product around, it is thrown out because they can hire the very best lawyers and use racial discrimination as
the reason for the stop.
They have or soon will have the means to take over the entire country, without starting a conventional war.
When organized crime has the ability to elect their own mayor, city council, sheriff and local judges, the only obstacle is the federal government.
They have proven they want this happening by adopting the same ideology as California.
