Did not say anyone was arrested but said someone was in custody. Anyone can be "detained" for 48 hours without charges or arrest being filed. A person can be detained for suspicion of crime or for investigation of involvement in crime and could be released without any charges ever being filed and cleared and never have a mugshot released. In many jurisdictions a mugshot cannot even be released until a conviction is obtained, as is the case in my state, which is a new law in effect for the new year. In case of certain crimes such as sex offenses a mugshot can be released for public safety but other crimes such as murders, burglaries etc are not released until criminal charges are formally filed in court
