Phone pinged NEAR the house but not at the house that only means he was close to the tower that covered that area. Cell phone ping location is not as accurate as a phone call would be. A call may send he exact GPS location but a general network ping will only give a 2 or 3 mile radius.
If there is only one road going in the direction of the phone it can be assumed the phone is on that road, but if there are several roads parallel there is no way to know which road it is on.
