Do you remember the NESARA conspiracy theory of the early 2000s ? Is reparations its fulfillment?

I am not referring to the economic plan NESARA. The one I am referring to was a conspiracy theory promoted by Dove of Oneness (RIP) back in early 2000 promising debt forgiveness, financial freedom and reward. I may be wrong but reparations (HR40) seems modeled on it. Is the left attempting to fulfill that conspiracy theory? What do you think?
