How can a balloon have an ethnicity?

Aren't balloons essentially made of plastic or rubber or something like that? I don't believe they are hominids nor do they come in Caucasian, Asian or African races. Perhaps a balloon is just a balloon. And why is it assumed that a ballon is a spy balloon? What is there really to spy on above ground anyways? Isn't all the secret stuff going on underground? Maybe a balloon is simply a way to play with how to get off the ground using hot air or helium and that is the extent of the reason for its existence; man's quest for flight and the excitement of being free like a bird.
