There's a bunch of unorganized militia, Sovereign-Citizen types, in Montana. The mountains shield these American preppers from Nuclear Attack. I suspect the Chinese want to spy on them since they are the last line of a civilian based organized defense against a foreign invasion.

If the Chinese detonate an EMP over DC, then immediately a Russian strike hits DC, it’s going to be the greatest win in the history of wins.

They won't shoot it down because it's at least possible that it could be hauling nuclear EMP devices. Just think about it. They could knock the united states back to the stone age without even risking a counter attack through the launch signature if they did it the old fashioned way. If there's a second balloon behind this one, they can explode once the lead balloon is over the Appalachian mountains and the rear balloon is over the Rocky's. That would definitely do the trick at 120,000 feet.
