Yeah, that seems the most likely if we're looking at a doom scenario. I'm still thinking it's a distraction of some sort. If the gov was actually worried about these balloons, they wouldn't allow wall-to-wall coverage on the media. They'd quietly set about neutralizing the threat and making sure the internet debris is cleared. They want us to pay attention to these balloons for a reason.
