But, playing along with the thought experiment, I'd start by creating a fictional disease -- a real scary one, that has symptoms similar to a flu or cold. Then I’d develop it in a lab and create a new vaccine.

I’d use a lot of propaganda to scare people into getting the experimental vaccine, and to keep taking any boosters that I come up with.

I’d start with a few well-known leaders to take the shot publicly. Then I’d try to create mass hysteria and social pressure for others to take the shot. Fear and peer pressure are great motivators.

I’d run a media campaign to show that people who didn’t get the shot are irresponsible and don’t care about others. Plus, I wouldn’t let people participate in everyday activities unless they have a vaccination booster.
