So he's White.
Whites are targeted by non-White gov employees.

The non-whites are worse to whites. I am an old man, seen as white. Whitehaired, frail. I am a consumer of medical/institutional care. I am treated with more respect by South Asian, Asian, and black American doctors and staff than white staff and professionals. There remains an arrogant and condescending attitude with a majority of white staff.
