I would imagine many of these types are Victims of child abuse. I remember a case where a judge gave an abuser the maxim sentence possible and the judge said he did it because the what the guy did deprived his young victims of the right to a normal life. The vast majority of childhood victims will never lead normal lives. This could be an example.
