That storm drain was along the concrete curbing and there was no way to weld anything shut. Further, Presidential security was very different in 1963 than it is today. For example, today it's common to spot-weld manhole covers shut and simply unbolt mailboxes along a motorcade route but in Dallas that was not done.

Back when he was in office I had occasion to drive along a semi-residential street where G.W. Bush's motorcade would travel and that street was lined with the mailboxes of the homes. The morning of his visit the Secret Service inspected every single one of them and sealed them with a unique tape only they use [it was an odd shade of blue and actually looked like painter's tape, but much heavier]. The residents were warned not to tamper with that tape under penalty of arrest and the USPS complied by not delivering any mail along that section of roadway until later in the day when the POTUS was already long gone.

I was also present when his motorcade began its 65mph speed down that stretch of street and while there were about 9 cop/sheriff's cars [around 15 guys milling around on foot with half in uniforms and the rest in dark suits] clustered around the major intersection leading there, they didn't block off any traffic until about 10 minutes before he whizzed past. The line of SUV's appeared so quickly and moved so fast I doubt anybody could've taken a shot at it with any success and if anybody tried, the SS SUV trailing the two identical POUTS vehicles [one was a decoy] had a 50mm machine gun mounted inside they could raise through the roof in a heartbeat. THAT kind of security.

But that was nothing compared to what I also witnessed of Pope John Paul II's motorcade when he visited SF in 1987; those manhole covers were not only welded shut and street mailboxes removed [it was along Geary Blvd, a business district so there were no private homes] but there were snipers positioned along rooftops and a uniformed officer standing at attention spaced about every 100' along that route, which was over a mile long... and that was a LOT of cops! I heard later that police departments all around the Bay area had officers eagerly volunteering for that duty just to say they did it!
