The idea is that they can’t drive around in the bike and stop and get gas. Since the bike is illegal to drive on public streets, there is no legal way for them to have gotten the bike to the gas station to begin with. Same with four wheelers and golf carts.

3rdly, it’s usually people who are too poor or too young to afford a real motorcycle to be a real motorcycle fa ag. Got to have minimum requirements in a functional society.
