They will have drones in the air around those facilities and other surveillance means like camera's and ground sensors. You will not be able to seal air vents. They will have patrols around the perimeter and if that's not the case they will just close the vents for short while and use lokal CBRN weapon, possible chemical clouds to kill everything around their bunkers.
