Every city, town will be fooled to think they are the lucky ones to survive nuclear war. Shut down the grid. Each place will be told the nuke for their area failed to detonate but 95% of the world is fried.
People will be told to relocate to camps or die from starvation, dehydration, etc.
The whole world is then enslaved.
