Also, allowing yourself to be murdered is just not rational. Plus he would lose 100% control of the bus. Where as firing back, staying alive he still has some control.

The bus driver needed to consider all of his options before he decided to have a shootout on his bus while there were other innocent passengers that could have been shot or killed.

I think where he may have crossed the line was if he kept shooting at the perp once the perp was not firing back anymore.
I couldn't really tell if that happened? But it kind of looked like the driver went on an offensive chase after the initial exchange of gunfire?

Maintaining restraint is hard when your life has just been threatened.
That's why it's prudent to use hollow-points and fully neutralize the threat at once without a chase.
