My area in west Michigan appreciated that fast but smaller population

it actually has black people. but it's next to a military base and most of the blacks come from military families. that combined with being a red state crime is low

I was gonna say Lawton Oklahoma. Population is right and its joined with Ft. Sill but you said crime was low so I'm stumped. Also, even tho real estate has appreciated nicely, its not 60% in a year
