The aviation standown is for Marine aviation assets only and not a full stand down. The transponder was not on which many military pilots are fond of turning off until prior to landing or in a congested area. Since transponders are only required by FAA regulations for aircraft licensed to carry commercial passengers its routine for pilots to rely visually and by radio to announce presence. Part of normal operations since transponders would not be used during any battle scenarios so its a training lesson to instead use visual and radio just as they would in battle

We have a military base in Cuba. Do they know if it landed on our base or not? A bit early to panic, if it's on thier territory they still might give it back.
