I used to be friends with someone that worked for Cheney, and his parents were friends with the Cheneys.  Because he had signed a NDA he couldn't say things directly, be he alluded to HAARP and earthquakes. He would talk about resonant frequencies, and tap his finger on a large window. I remember watching a video on resonant frequencies, where someone matched the frequency of an old abandoned bridge with a small shaking device attached to it, and the bridge started shaking violently, like it was going to be destroyed... .
