Don't know about the belt thing, but the upcoming full moon on the 26th of Dec is the one closest to the Winter Solstice. The moon will be close to the place where the constellation Orion's head would be if he had one, so that's the customary time to perform the Headless Rite. Very powerful way to request protection and support from your Agathos Daimon / Higher Self / Holy Guardian Angel (take your pick, depending on whichever flavor of spiritual path you're on).
