FINCEN appears to be the Treaury Dept's Secret Service. 'Worldwide' prolly means it is an organization by Treaty so all countries have them.

The only reason I can think they would be called out on Monday is because someone is expecting a run on the banks. World Wide Financial Crisis, anyone? They would likely be used to guard the doors of banks to keep frustrated people from doing something stupid.

Anybody else have anything more substantial on this? If true, this is a pretty important post.
