What he means is modern gps guided planes will actually hit centerline to centerline if at the same altitude .they are that accurate . In the old days of vor navigation no two planes were tuned the same so even on short legs planes were miles apart .

From that radar signature while it appears they may have been close it doesn't look as if the tracks represent a "near miss".....seems a bit of reporting drama to me.

TCAS didn't help prevent the 2002 Überlingen mid-air collision sadly.

Proves that the perfect storm of events can never be fully prevented.
