Parents of 9 charged in alleged abuse
No details are released; children are in foster care

TURNER — Deputies arrested a Turner couple in an investigation into suspected criminal mistreatment, and their nine children were placed into protective custody, officials said Friday.


The arrests, which took place Thursday, followed an investigation of allegations of physical abuse and neglect based on an anonymous tip and information from Oregon Department of Human Services, said Lt. Sheila Lorance, a spokeswoman for Marion County Sheriff's Office.

Detectives investigated and obtained a search warrant to enter the Turner home in the 13000 block of Woodpecker Drive SE on Thursday afternoon, Lorance said.

Parents Robyn K. Drown, 41, and Graydon C. Drown, 48, each face nine charges of first-degree criminal mistreatment.

Their nine children — ranging in age from 6 weeks to 16 years — were taken into state protective custody, Lorance said.

Investigators were not releasing information about the type of alleged abuse or any other details of the case, Lorance said.

News of the arrests surprised members of Temple Beth Sholom in South Salem, which the Drown family attends.

The family have been regular members of the temple for about two years, temple president Francine Shetterly said.

"We're hoping that our congregation can be supportive of the children and not cast any judgment on the parents," Shetterly said.

Shetterly said the family stood out in the congregation because of its size, traditional lifestyle and religious observance, but she also said the children — eight boys and one girl — were respectful and got along well with others.

"I was not really suspicious or concerned, especially after I got to know them," Shetterly said. "The kids seemed to be really well-adjusted and happy."

Shetterly said the children received a home-school education and attended the temple's religious and Hebrew classes.

The whole family was involved in temple activities, particularly Graydon Drown, who could be depended on to do "handyman-type duties" around the temple, Shetterly said.

Shetterly said she hoped the judicial system would consider all the facts in the Drowns' case.

"I hope, obviously, that everything comes out well for the family and that they can be together again," Shetterly said.

The nine children were placed in four foster homes, keeping siblings of the same age group together, said Greg Parker, a spokesman for the Oregon Department of Human Services.

Parker said each of the children would undergo a medical exam and that any problems would be treated immediately. The medical exams were done at the recommendation of the caseworker.

"In this case, it was the caseworker's judgment that it would be appropriate to ensure that the health of the children was stable," Parker said.

Resident Dan Wood said he hadn't seen anything suspicious with his neighbors and occasionally saw them on walks together.

The Drown family lives in a rural area about three miles south of Cascade High School. On the property was a manufactured home, a chicken coop and a small garden. A trampoline and a baby carriage were on the lawn, but no people or animals were seen there Friday.

Neighbor Marguerite Montesano said she and her husband often saw two of the Drowns' teenage sons because the boys kept sheep and goats on the Montesanos' property to graze.

Montesano said the children were well-behaved and pleasant, but she suspected that they did not regularly see a doctor or a dentist.

"They weren't barefoot or ragged. The children were always clean and cheerful," Montesano said.

Montesano said she was heartbroken that the mother was separated from her youngest, whom she was nursing.

"I feel so bad for the mama," Montesano said.

They'll be better off. They're with their real parents now - the upstanding, sharp-minded, caring people who comprise the Government.

Sure. All the children were home-schooled and didn't have Social Security numbers. Oh my!

I recall what happened to the Christine family. Even the judge was disgusted at the photographs taken by CPS of the Christine children.

Your kids are not yours any more if you live anywhere in the western world.

Then I actualy get involved start translating for peope and I was horified to just find out how many parents think its okay to call your kid stupied.

Anyway long storie short with less spelling mistakes (if posible:P) the only problem with this programs for kids are the FACT that they are not better off in forster care ether, however abuse from stranger is less traumatic then from your own family.

I guess anyone can accuse if you can remain anonymous. The children didn't go to the indoctrination camps also known as the public schools. They also didn't have Slave surveillence numbers AKA Social Security.

Officials learned of the alleged abuse from an anonymous source who passed on information he'd learned from the Drowns' 14-year-old and 16-year-old sons

The anonomous tip was verified by the boys. That's why the parents were being held. Best to get the kids out of an abusive situation while investigating. At least someone cared enough to phone it in, anonymous or not!

The source told detectives that a month ago he saw one of the boys with an injury "on the back of his head, below the ear, red in color and swollen about the size of a person's hand," Bennett wrote. The boy told the anonymous source that the injury was from his father hitting him with a two-by-four.

The same boy also reported that his father, when angered, once strangled a pet goat to death in front of him, Bennett wrote.

The boys told the source "all the kids were afraid of their father and of saying anything about the abuse," Bennett wrote.

The day of the Drowns' arrest, the 16-year-old son confirmed everything the anonymous source had told detectives, Bennett wrote. The boy added that none of the children ever had been to a doctor or dentist for treatment.

BTW...The source is 'anonymous' as in they are not releasing the name to the press...The cops know fullwell who it is, and clearly a judge believed the person or there would not have been a warrant issued...

No clue where you are getting that the kids did not have SS numbers...

2. They did not send their kids to Government processing facilities (public schools)

3. They did not apply for Government issued human inventory identification numbers (SSNs)

That's what the "anonymous tip" was all about. You don't need an anonymous tip to know if a child is being beaten with pipes and 2x4s.

The parents went "off the grid" around the time the now16 yr old was born. All the children where born at home, the newest baby was born in a hotel room while the family was on a road trip. Some of the births where NEVER registered. All of this is common knowledge among people who knew the parents. Believe me when I tell say Robyn had completely acceptable, even logical, reasons for all of this and more. Everyone was suckered by these two and from what I read some people still are.

It is what the arm of the law is focused on in these times. If they can sensationlize a few peds in a huge bucket of peds, it takes attention away from how rampant this problem is and hides those in power who are peds themselves.

In Cali they recently started going after homeschoolers more aggressively as the school loses money for each child homeschooled

Likewise, for each kid they claim is ADD/ADHD the school get extra every year so it is to the benefit of the schools to have more kids who are technically special ed


In the old days, children who were 'problematic' were called behavioral disorder or LD(learning disability)

Now there is no longer a behavior disordered classification

This is not about government. It's about serious child abuse & neglect.

The parents had 3 children taken away in California about 17 years ago for abuse. Two were toddlers. After permanently losing custody the parents fled to Alaska & have since had 9 more children. They have lived in relative isolation, "home schooled", never visited a doctor or dentist, no births were registered.Not even the birth dates of the children could be confirmed (see Probable Cause statement - Marion County). Anything could have been going on all these years and who would have known except the parents??

They moved to Oregon about 2 years ago, & claim to have converted to a "strict form of Judaism". What's that?? It's their own fabrication. They aren't orthodox according to the temple they were affiliated with. Orthodox is the "strict" form of Judaism. It doesn't endorse child abuse.

Now, more charges have been laid and the bail of $180k per parent has been raised to no bail. Hmmm. It doesn't look like a government plot to me. It looks more like predators disguised as "parents".

That's the reason why there should be camera's in everyone's home. Can you imagine what goes on behind closed doors when you have children?

Great post! These children in Oregon didn't have state register birth certificates or SSN and they were being home school. Something the evil Government doesn't like, they want you to conform and be a good slave.
