EPA sets rules for lawn, boat engines
Most non-road motors will be required to add catalytic converters to significantly reduce emissions.



WASHINGTON -- The Environmental Protection Agency unveiled sweeping regulations limiting emissions from small engines in lawn mowers and boats Thursday -- requiring that most small engines have catalytic converters.

The new regulation applies to lawn mowers with a 25-horsepower engine or smaller and will reduce smog-forming emissions by 35 percent. Recreational boats will see a 70 percent reduction in evaporated fuel and NOx emissions.

The EPA has been studying the issue since Congress ordered it to set non-road engine standards in the 1990 amendments to the Clean Air Act. Draft emission standards were published by the EPA in May 2007; the final rules were released Thursday.


The regulations take effect in 2010 for personal watercraft with inboard or outboard motors and for lawn and garden equipment in 2011.

Lawn-care and boat engines are major emitters of air pollution. The EPA said they account for about a quarter of carbon monoxide and other emissions. Small engines release up to 25 percent of the gasoline unburned in their exhaust. The EPA estimates the new regulations will save 190 million gallons of fuel annually as a result. They will cost the affected manufacturing industries $391 million a year, the EPA estimated.

"These standards help fight smog in our neighborhoods and waterways as we continue to improve the environmental landscape," EPA Administrator Stephen J. Johnson said.

The regulation, which was first proposed in May 2007, mirrors a regulation adopted by California's Air Resources Board. The EPA granted California a waiver in December 2006 to impose its own standards on lawn mowers.

The new standards will annually cut smog-forming volatile organic compounds by 600,000 tons and smog-forming oxides of nitrogen by 150,000 tons, the EPA said.

The EPA estimates that these gasoline engines are responsible for about 15 percent of the nation's hydrocarbon pollution, a key component in "smog." These engines are predominantly used in the summer when smog is an acute health concern.

The EPA said the new regulations would prevent 300 premature deaths and 1,700 hospitalizations annually.

Americans spend 2 billion hours annually using lawn and garden equipment and 500 million hours in recreational boating, according to the EPA.

Michigan has more than 11,000 inland lakes and is surrounded by the Great Lakes. The state has 950,000 registered recreational boats and ranked third in the nation behind Florida and California, according to a 2006 report from National Marine Manufacturers Association.

There are more than 50 million pieces of lawn and garden equipment in use across the country today, and the Environmental Defense Fund, an advocacy group, said one riding lawn mower emits as much hourly pollution as about 34 cars.

"These small engines are big polluters," said Vickie Patton, deputy general counsel of Environmental Defense Fund. "Cleaner lawn mowers means less summertime smog and healthier air for millions of kids. These new clean air standards will reduce dangerous smog pollution from high-emitting gasoline engines while helping to cut costs at the gas pump."

Most are fly by wire throttles also.

I do see it as a big deal because it will be just another way to drive prices up. catalytic converters are expensive in their own right. Add that to a 5 hp engine then you have to upgrade it so the performance stays the same. The first thing we do when building racers is to yank the cats. Street vehicles should have them, but my 5hp lawn mower shouldn't.

It won't be long after that they will require them all to be retrofitted or face a fine. Meaning the mowers we all have will be useless in time.

this whole grass in everyones yards has irritated me for decades, everything about it smells of big oil, fertilizer, chemicals, lawnmowers
one lawnmower shared for every twenty homes would be one thing, but we each have to have our own, as bad as every farm duplicating everything

oh yeah, and water, we use so much fricking water to keep our grass green, criminal really

That sucks. A decent string trimmer is already $250. So they're going to add part of an ounce of platinum to it?! So the same trimmer with less power will now be $350? WTF? Are they trying to put me out of business?

A few years ago, in the middle of a major drought, a suburb of Denver was fining homeowners $250 for dead grass. Water restrictions only allowed watering one day per week, so people were actually having their lawns spray painted green.

I can see it happening.

Years ago in the burbs it became trendy to not have a clothesline. They didn't want to see laundry hanging out and it was thought of as low class.
In our burb it's against the bylaw to have a pulley clothesline because supposedly they're unsightly.

LOL... now they want to bring them back to save energy. These doorknobs just can't make up their minds. What a bunch of useless tools.

My brother-in-laws races. He pays about $8/gal. The class that I raced, we used regular fuel like we put in our street cars. Of course, when we quit racing, Gas was less than $2/gal.

Forget the darned lawn mowers and the asinine attraction people in the USA to having worthly lawn growing instead of something that my actually support them... the issue is so much bigger than that. Every small engine, this translates into only the relative rich will even have engines the don't break the "law" or can afford them. The rest of us will just have to do without. This includes the small engines that run garden tillers by the way.

This is getting sorta close to the bottom of that slippery slope that so many many have been warning of for decadeds about the environmentalism movement and its brain child the EPA.

What they want is for all of use to be groveling for our food tyring to grow enough to feed ourselves using only our bare hands to work the land we don't even own, while they show up at harvest time and take 90% of what very little we might of been able to produce.

Get ready for it.. knee pads are not optional nor allowed.

Well around here you get fined if your yard gets out of hand..it is a bio hazard if it gets to tall. There is nothing about "yard vanity" in my thoughts on this new law.
