Whether or not this constitutes illegal use of WP is ultimately something for the International Crime Court ("the Hague tribunal") to decide. Not the Red Cross...

The same goes for all the other alleged war crimes committed not only in the current war against Gaza but also during previous armed conflicts like the war against Lebanon a few years ago.

According to this source, only if Israel is considered "unwilling or unable" to investigate or prosecute it will go to the ICC:

"A country may be determined to be "unwilling" if it is clearly shielding someone from responsibility for ICC crimes. A country may be "unable" when its legal system has collapsed."

Let's hope proceedings before the ICC can be initiated as soon as possible to straighten out all these question marks about what is to be considered "legal" vs "illegal" warfare in these cases. There is no other way.
