question about the new stimulus package... concerning unemployment

so the obamanation just signed the bill that probably will not help out much of anything.

my question is when does the EUC (unemployment) portion go into effect? when can we reapply?

i know my fellow unemployed failures are probably wondering when we can reapply for some benefits just like i am.
