“School data that show disparities in suspension/expulsion rates will be examined in detail for root causes. Special attention will be dedicated to data regarding African-American and Hispanic students.”


Root causes - sure! - except that it has already been pre-determined as a matter of unquestionable ideology that there is no race based difference between pupils intelligence and standards of conduct.


......and any differnces found must therfore be due to white racism and discrimination!


Common sense and experience says that there are three different modes of behaviour in pupils:


Those who respond to physical control - ie they do whatever they want provided someone doesn't physically stop or intimidate them from doing it.


Social control - those whose deire is to conform to socially approved behaviour.

Self motivators - kids who can mostly figure out for themselves what's right and wrong and seek knowledge without having to be led by the nose.

Mixing all three in a single class is a recipe for disaster - as witness the present state of education.
