While I did not view the video, this has been "common knowledge" for a long time by those that staff hospital laboratories, it's been going on since at least the early 70's.

Battle raging here in MN. State health department seeks exemption from State Medical Privacy laws to continue collection of new born DNA, ongoing since early 90's. Nearly a million samples taken so far. CCHC fighting for parental consent.
