Goes back a hellofa lot further than that Oueen P, Alan Watt covered this in a talk he gave a couple months ago on his research.
"Carbon Credits" was a concept introduced in the 1930's by a british fellow called Hubbert, the same fellow that brought us "Peak Oil" in the 1940s
