I am betting the guy's council sucks. He just wanted to spare his neighbor the hassle of dealing with them to get a new rubbish bin. I am sure the council would probably find the owner of the bin at fault for not properly securing his wheelie bin and fine him for that, as well as littering and endangering his neighbors with the threat of a runaway wheelie bin. They would also fine him for poluting the ocean. They got fines for everything in the UK. If I was back there right now, I would probably get fined for posting this message.

I say *hurray* for the old man risking his life to prevent his neighbor from suffering the wrath of the council.
