It is a ROCK dam. Nature does it all the time. Not on this scale of course but obviously this is an engineered system and has worked fine. You have to maintain these systems and our elected officials have been warned time and time again that better ond more agressive maintenance is needed. But the money ALWAYS ends up elsewhere. I am not a soil engineer....but the work they are doing is too little too late in my opinion....spent enough time at sea to see the tremendous power of moving water....and there is less water going over Nigeria Falls (85000 cfps) than threw the spillway here raging at 100,000 cubic feet per second....I recall hearing they needed to lower the dam 40-50 feet to safely handle the coming rain
