If Kim tried to lash out and start a war merely because he felt personally threatened, his own generals would depose him rather than allow him to lead the whole country to destruction. If they knew the public would support them, and that there was enough inner circle support, someone may well stand up and depose Kim.

Another fact : the country is deeply divided. You need PERMISSION to travel outside your town and so on, most peasants only go to the capital to worship the statue of the leaders! The population on the capital is assumed to be loyal, not everyone is allowed to live there. Therefore it might be harder to behead the beast..

Saying that, everyone still looking malnourished , capital or not so lets hope they are not so loyal after all..
