You are correct. CBC is basically state media for Trudeau. Now with the $600 million bail out for journalists, he might breeze through another election. This UN Migrant Right Pact stipulates that the host country promote migrants culture. It is written within the pact:

“promote independent, objective and quality reporting of media outlets including by sensitizing media professionals on migration-related issues and terminology.”

And if media does not comply, it is also written within the pact:

Section 17 calls for “investing in ethical advertising, restricting public funding and material support to media outlets that systematically promote intolerance, xenophobia, racism and other forms of discrimination towards migrants.”
