you should have contacted their insurance on the spot or if they refused call the police to get a report.

It's too late to do anything. Now it's your word against theirs. The same thing happened to my wife. There's nothing the police can do at this point.

Unless the other driver is honest and gets back in touch with you, you're stuck. Most likely, they were driving without insurance.

Call the police. Make a report. Contact your insurance company. standard procedure. do it now.
